A joint examination is a two-party examination between a DBE subcontractor and a main contractor submitted to a DBE equipment supplier. The main contractor shall jointly issue a cheque to the DBE subcontractor and the equipment supplier as payer in order to ensure payment to the supplier for the materials or supplies used by the DBE subcontractor. Any joint verification agreement must be pre-approved by TxDOT before the agreement or transaction takes place. The main contractor should submit to the district the form of joint control approval 2178. The use of common checks for payment of equipment or inventory is acceptable if the following conditions are met: it is a legal form released by the Texas Department of Transportation, a government agency operating in Texas.
